Jun. 17--BELOIT, Kan.--Six miles east of this north-central Kansas farm town, the Solomon Valley cattle feedlot operates without fame. There is no plaque or flag to commemorate its significance to the feedlot industry.

But 25 years ago this week, the 10th U.S. Circuit Court of Appeals ruled in favor of Solomon Valley, essentially slamming the corral gate on government regulators. It was a ruling that cattle investors have reason to bemoan.
