Jul. 2--A federal survey shows that publicly owned power companies generally charge lower residential rates than investor-owned utilities, although industry officials caution that a municipal takeover is no guarantee of lower rates.

The issue is suddenly more important to Clark County residents with the Clark County Commission expected to vote today to put a nonbinding public power referendum on the November election ballot.
