DALLAS _ By a vote of 239-13, U.S. Catholic bishops decided Friday to remove any priest guilty of child molestation from ministry, no matter when the abuse happened.

The document, formally called the "Charter for the Protection of Children and Young People," also requires reporting any accusations of child abuse to civil authorities.
