Jul. 26--NORTH SALT LAKE, Utah -- This Salt Lake City suburb has an unusual plan to preserve open space: Develop some of it.

North Salt Lake owns 100 acres in the foothills above the gravel pits on Beck Street. Mayor Kay Briggs wants housing on 30 of those acres, a city cemetery on 23 acres and 47 acres left alone.

Briggs hopes to exchange or sell 10 of the housing acres to a developer for up to 80 acres of open space elsewhere, and then protect that larger swath from ...
