Aug. 26--WASHINGTON -- Nearly 15 years after a bomb killed 259 people on Pan Am Flight 103 over Lockerbie, Scotland, the United Nations may vote this week on lifting sanctions against Libya, which has accepted responsibility for the attack.
A vote to lift the sanctions would culminate a hard-fought agreement between the victims' families and Moammar Gadhafi's government, which after years of foot-dragging and denials sent a letter to the U.N. this month taking responsibility and promising compensation.
