Sep. 29--A San Fernando Valley entrepreneur dreams of building a $100 million arena in the North Hollywood redevelopment area that he hopes would lure concerts, entertainers and minor league sports teams to the burgeoning arts district.

Mark Steele is pitching his plan for an 8,000- to 9,000-seat venue, dubbed The Oasis, to the Community Redevelopment Agency and the Metropolitan Transportation Authority, which are seeking anchors such as a hotel or entertainment complex to revitalize long-stalled redevelopment plans.
