Nov. 25--JEFFERSON CITY, Mo.--The whistle-blower who brought the potential abuse of tax credits to light will testify today before a legislative committee.

Rick Russell of Steelville, Mo., is scheduled to speak to the Joint Committee on Tax Policy at 11 a.m. in the Senate Lounge, an ornate hearing room on the third floor of the Capitol.

Russell, an over-the-road trucker, spurred investigations by the Post-Dispatch and the attorney general into the Rebuilding Communities program, which is designed to attract high-tech firms to poor areas.
