Jul. 20--LA HABRA, Calif. - The stalemate in Costco's highly debated, two-year effort to open a store in La Habra may be nearing an end.
Agreement on the outline of a legal settlement has been reached between La Habra, Costco and Concerned Citizens of La Habra, City Attorney Richard Jones said.
The council met in closed session Monday night to discuss a potential settlement.
"But until each of the parties signs, it's not official," Jones said.
