Dec. 28--When scandal rocked City Hall in 1950 and hovered over Owensboro through two fraud and conspiracy trials in federal court, about 300 Owensboro residents organized and led a successful drive to change to a city manager form of government.

Cap Gardner, then a 37-year-old businessman who was on the city school board, resigned that elected post to run for another and became the first mayor under the new system Jan. 1, 1954.

Gardner and four of the men who've been city manager agree that the system has worked well over 50 years.
