ASBESTOS, Quebec _ Shipments to U.S. ports of potentially hazardous asbestos brake material have increased 300 percent in the past decade. But rather than acting to stem the tide, Washington lawmakers are engaged in a fierce effort to pass legislation that will prevent victims of asbestos-related disease from suing American companies.
