Apr. 20--PROVIDENCE, R.I. -- A state Senate bill introduced on Governor Carcieri's behalf would require cesspools to be phased out at up to 28,000 properties statewide. The bill is one of the first outgrowths of Carcieri's Narragansett Bay and Watershed Planning Commission.
The phaseout would require the inspection and removal of failing cesspools within a 15-year period.
