The Columbia River Treaty (CRT) is a bilateral agreement between Canada and the United States that provides for the co-operative development of the Columbia River Basin. The agreement was negotiated in 1961 and finalized in 1964. As a product of its time, the treaty emphasises the values of flood control and power generation.
