Of all the gaping holes in health care coverage, one of the most scandalous is relatively small and mendable. The Legislature should provide health care coverage for young people who leave the foster care system.

As it is, about 450 young men and women turn 19 every year, making them ineligible for the foster care and state Medicaid coverage they have received up to that point. In most cases, they have few resources of their own and little or no support from anyone.

It's a heartless ending to the difficult though often saving experience of foster care. Thanks to greater ...
