Jun. 4--Changing course, Governor Carcieri last week proposed keeping the state's enterprise zone tax-credit program -- as long as it undergoes massive changes.

Earlier this year, Carcieri unveiled plans to kill the program to help fill a state budget hole. But after receiving a considerable number of complaints, the administration is advocating overhauling, not eliminating it.
