FRANKFORT -- Kentucky is having more low-birthweight babies, and its death rate among children as old as 14 has inched upward. But death rates for infants and older teens declined, and the state's overall ranking for "child well-being" improved slightly in a new national assessment.
Kentucky ranked 37th -- up from 38th -- among the 50 states and District of Columbia in the annual Kids Count report.
Minnesota ranked first and the District of Columbia last in the survey, which is funded by the Annie E. Casey Foundation.
