The achievement was engineered to be rare and remarkable, attainable by only the strongest and most courageous of thoroughbreds. By 1970, however, it seemed as if the Triple Crown had crept to the threshold of the impossible. No horse had swept the three-race series since Citation in 1948, and Penny Chenery had begun to hear the theory that none would follow unless the structure was changed.
