LOS ANGELES -- Southern California's Inland Empire, the "golden hill" region southeast of Los Angeles that once was considered a retail wallflower, is poised to turn heads. About 4.3 million square feet of retail is planned in Riverside and San Bernardino Counties this year, a sign of economic strength tied to a population that is surging because of more affordable housing than rivals Los Angeles and Orange County, as well as the availability of land zoned for commercial development.
