Well into the murky evening of April 13, as the clock of time and history in the Kentucky Senate chamber moved to day's divide, the crashing gavel of the president adjourned the legislative bodies sine die.

The legislative session was closed without heeding the clear constitutional mandate to enact a budget or any other significant legislation.
