WHEN THEODORE C. "Ted" Skokos resigned as chairman of the Arkansas State Bank Board last year, it was because he bought a house on the isle of St. John and become a resident of the U.S. Virgin Islands.
He's one of an unknown number of affluent Arkansans who are enjoying the sugary beaches, bath-temperature Caribbean waters and enormous income tax breaks available in the USVI.
