When temperatures soared above 100 degrees in Temecula one day last summer, more than 7,000 people skipped a day at the beach to attend the grand opening of Harveston, a new housing subdivision in this southwest Riverside County community known for its hot-air balloon rides and 19 wineries.

Many of the people sweltering in the Riverside County heat that day hailed from San Diego County.
