GREENSBORO -- The City Council has tentatively agreed to change how proposed developments are considered under the city's comprehensive land-use plan, making itself final arbiter in the most contentious cases.

Officials have struggled to enact new rules since the council adopted what is known as the "comp plan" almost a year ago. Council members said Tuesday that the new rules will help simplify that process.
