Apr. 23--The Securities and Exchange Commission said yesterday that it has charged Pittsburgh attorney Ira Weiss and an investment banker with violating federal securities laws in connection with a $9.6 million sale of municipal securities by a Lawrence County school district.

Weiss served as bond counsel for the sale by the Neshannock Township School District, the SEC said in a statement. L. Andrew Shupe II, then the president of Quaestor Municipal Group, was the investment banker, the agency ...
