In the period immediately following its election in 1997 the current Labour government in the UK declared a commitment to 'combating social exclusion' to be at the core of the domestic policy agenda. The interpretation of the term 'social exclusion' has been the source of extensive debate. This paper focuses on one aspect of the current debate, exploring the relationship between housing and social exclusion, both in theory and in contemporary central government policy in England.
