The Defense Agency included 134.1 billion yen (1.1 billion dollars) in its fiscal 2004 budget request to begin deployment of a ballistic missile shield in 2006. The agency expects the two-tier system, combining a sea-based missile shield to counter short-to-medium range ballistic missiles and a ground-based system to shoot down missiles that got past the first shield, to be approved as a national policy goal before the Ministry of Finance compiles its draft budget for fiscal 2004 (see next item).
