In the 15 months since the arrival of Los Angeles Police Chief William Bratton, the department has purchased body armor for its anti-terrorist unit, acquired fiber optic equipment for the bomb squad and built a helicopter training facility at Hooper Heliport downtown.

The money for these items didn't come out of the department's $1.2 billion budget.
