NOT everyone is breathing easier with the passage of Proposition 57, the $15 billion state bailout measure approved by voters earlier this month.
State Sen. Joseph Dunn, D-Santa Ana, chairman of the Senate Budget Subcommittee on the Judicial Branch, said revenues from the bond offering would have little impact on the unfolding budget crisis in the courts. "The reason," he said, "is the $15 billion bond measure included only $3 billion in new dollars. The remainder was for refinancing of past debt."
