CHANCELLOR Gordon Brown yesterday delivered a defence of university top-up fees and cuts in civil service jobs as he set down the challenge for a third Labour term in Government.

Public sector reform was essential to reduce bureaucracy and invest more in front line services,he said.

But he promised Wales its share of up to 20,000 government office jobs to be moved out of London.

And in a speech to the Welsh Labour conference in Llandudno, the man favoured by some as next party leader spelled out his vision of Labour ...
