WASHINGTON _ Richard Clarke, the former White House counterterrorism coordinator who has emerged as a political lightning rod, pressed his case Wednesday that the Bush administration fumbled its response to the al-Qaida terror threat, telling the panel probing the Sept. 11, 2001, attacks that his repeated alarms went unheeded.
