BISMARCK once joked that Mecklenburg was where one went if the world was coming to an end, as up there the news would arrive only 100 years later. That still rings true. The modern age appears to have passed Mecklenburg by. The road network is a trip down cobble-stoned memory lane. There is no airport. Industry and people are scarce. Instead there are vast fields, romantic lakes and woodland, and a lot of roaming livestock.

That would be all very well if Mecklenburg-West Pomerania (to use its full name) were not the poorest of all the German states. Its centre-right ...
