I was inspired by Russell Chamberlin's article 'The Ideal of Unity' (November 2003) to read more about the Holy Roman Empire. It struck me while reading the book of that name by Friedrich Heer (1968, reprinted 1995) that those now grappling with the plans for a European constitution could learn from the Emperor Charles IV.

Heer (p116) says of Charles that '... to the Empire he gave an imperial constitution (the Golden Bull of 1356) which reflected its nature as a unique federation. Charles deliberately rejected the uniformity which the centralised bureaucratic ...
