St. Paul Mayor Randy Kelly was interviewed Friday by a female radio personality who had ventured all the way from Minneapolis to speak to him but who seemed dazed by the unfamiliar surroundings: Shiny new buildings, throngs of people on the streets, excitement in the air. My, oh my.

"St. Paul's a bona fide city now!" she exclaimed.

Yes, ma'am. Thanks for noticing.
