When an unexpected cost - say a hospital bill or car-repair expense - wrecks the budget, sensible people adjust their spending accordingly.

Perhaps dinners out are put on hold for a month or two, or that new sofa has to wait until next year. Maybe the family economizes by buying groceries in bulk at a wholesale discount store and turning the thermostat down - or up - to save on the utility bills.

That's what sensible people do - but not the people in Los Angeles city government.
