WASHINGTON _ Of all President Bush's foreign policy initiatives, none may be more audacious than his pledge to bring democracy to the Arab world.

In a pair of speeches this winter, Bush said he would end Washington's 60-year policy of backing authoritarian Arab regimes in exchange for political stability. He pledged instead a "forward strategy of freedom in the Middle East."

Despite the high-flown rhetoric, however, the Bush administration has adopted a low-key, long-term approach to democracy-building that doesn't directly challenge ...
