DOES anyone outside the Pacific remember Jimmy Stevens? In 1980 he tried to takeover the island of Espiritu Santo. The island was part of the New Hebrides, a colony jointly run by Britain and France, which was about to become the independent state of Vanuatu. Mr Stevens proclaimed Espiritu Santo's own independence and appointed himself president.
He was supported by a group of French landowners, by an American evangelist sect that had made some converts among the islanders and by some businessmen who saw the island as a tax haven. The French government, which had ...
