In the first two decades of the twentieth century, the Ontario government began removing from separate boards any grants or powers to tax for any grades beyond grade ten. In 1928 the Privy Council judged that the government had a constitutional right to do so. In the 1960s the Catholic bishops and trustees lobbied intensely for a restoration of the right to operate high schools with grants and taxes.
