Dec. 28--There likely will be continued grumbling about the local retail scene. Why can't Bismarck-Mandan attract this company or that one? Why does every other town get this store or that one?

While some look at what Bismarck-Mandan doesn't have, the local business scene was quite active in 2003, boosting the list of what we have. A number of new retail stores opened, major new buildings were constructed and three major road projects were completed.
