With fresh supplies available year-round, even prices for frozen halibut have soared
As Congress once again debates the merits of individual quotas for fishermen, advocates of IQs will once again point to the Pacific halibut fishery as a prime example of an efficient, profitable fishery created by the quota system. Since IQs for halibut (and sablefish) were enacted in 1995, the average ex-vessel value of halibut landed in Alaska has soared from just over $1 a pound to more than $3 a pound in 2003.
