CHILDREN'S HOUR

ON JUNE 24, the 32-member bipartisan National Commission on Children, chaired by Senator Jay Rockefeller (D., W.Va.), issued a consensus report on the state of America's children, titled "Beyond Rhetoric." It might more aptly have been titled "Beware: Rhetoric." In the name of bipartisanship, the conservatives got their rhetoric, and the liberals got their proposals.
