Pope John Paul II, as part of this month's 25th anniversary of his pontificate, will create 31 new cardinals in Vatican ceremonies on October 21, bringing to 135 the number of redhatted prelates eligible to elect his successor.
The newest cardinals include one American, Justin Rigali--a California-born priest, bishop and now archbishop of Philadelphia who worked for years in the Vatican bureaucracy.
