The 2003 Legislature has passed, and Gov. Ted Kulongoski has signed a new law that affects all Oregon motorists - and, by extension, all pedestrians crossing intersections that don't have walk/don't walk signals. The new law represents a minor but much needed change, and its passage is welcome.
Senate Bill 315, which the governor signed into law Tuesday, requires motorists to stop - not yield, but stop - and remain stopped until all pedestrians have cleared both lanes of traffic. The law takes effect on Jan. 1, 2004.
