TOSHIKI KAIFU, the richest man at this summit of the rich G7 nations in London, may not want to bail out Mikhail Gorbachev's sinking empire, but some of his provincial compatriots think otherwise. According to Mr Kaifu, perestroika will be a deserving cause only when the Soviet Union hands back the four Japanese islands off the tip of north-eastern Japan that it took in the closing days of the second world war. The official line-which Mr Kaifu dare not depart from-is no islands, no aid.
