Mr. Anand Panyarachun became prime minister of Thailand last February, he states, "not by choice, but by chance." He believes his appointment will be recorded as "one of the greatest accidents in Thai history." Yet despite this apparent ambivalence towards his post, Mr. Anand has set an ambitious agenda for the interim government, one which aims to decentralize government authority, rationalize bureaucratic services and promote continued economic development throughout the Kingdom.
