The number of refugees coming to Central New York has dropped dramatically since the federal government started new security measures in response to the Sept.11 terrorist attacks.
Before Sept. 11, 2001, refugee programs run by the InterReligious Council of Central New York and Catholic Charities settled about 700 refugees locally each year. From October 2002 through September, the two agencies helped 277 refugees resettle here.
