"THE party has made many mistakes, but it is never wrong." This was the theme of the seventh congress of the Vietnamese Communist Party, which ended on June 27th after four damp days of desultory debate. The congress was supposed to chart Vietnam's course towards a new era of peace and prosperity by the beginning of the next century. Instead it produced a lot of turgid dogma and compromised on the big question: who will lead Vietnam in the difficult time ahead?
