This is a book to savor as a true Tory author revels in the company of the great exemplar of Toryism. After half a century of comparative neglect, three books on Lord Salisbury have come out in the past three years: Andrew Roberts's Salisbury, Victorian Titan and David Steele's Lord Salisbury, A Political Biography, both published in 1999, before the volume under review.
