SOME nations at war seem determined to avoid peace. Hun Sen, prime minister of the Vietnam-backed government of Cambodia, spent three days this week in Jakarta cosying up to the erratic Prince Norodom Sihanouk. The prince is supposedly Mr Hun Sen's enemy since he nominally heads the coalition of three Cambodian guerrilla groups which for the past 12 years have been fighting the regime in Phnom Penh.
