A September 16 meeting in Brussels between European Commission President Romano Prodi and Romanian Prime Minister Adrian Nastase produced strong signals that Bucharest is pushing to be recognised as a functioning market economy in the Commission's next annual report on the country's accession preparations due out on November 5. Having a functioning market economy is one of the "Copenhagen criteria" for EU membership.
