Are upgrade fees hurting pay's growth? (fees for adding a second pay service)

While bemoaning the softness in the premium marketplace, some operators are being criticized for helping to limit its growth by charging consumers when they try to add premium units.

These upgrade fees, electronic charges or access charges "represent an obstacle to growth when imposed," said Rod Warner, a former MSO marketing executive and now a cable marketing consultant.

Operators defended the fees as a way of reducing churn.
