John E. Sumter Jr., a retired banker who was active in civic, charitable and business organizations throughout his life in the District, died July 14 of cancer in Silver Spring. He was 86.
Mr. Sumter was born in Moultrie, Ga., and moved to the District at a young age. He attended McKinley Tech High School, George Washington University, Strayer College, Catholic University, Rutgers University and Columbia University's School of Commercial Banking.
