Aug. 2--GARDEN GROVE, Calif.-Steve Raganold never imagined he'd have to pore through a complex 100-page document to learn about a proposal to build new houses in his Gilbert Street neighborhood.

But that's how he spent his days off work so he could determine what would be built nearby. It would have been helpful, he said, if the developer and city officials had come to the neighborhood to explain the proposal before plans were submitted.
